I am slightly in favour of Intel since my last foray many many years back into AMD was a disaster, though I have an AMD Ryzen 7 in my work PC and it's fine. I think the 5800x is pretty expensive at $775 and the 5900x is $970 (NZD). I had a look at the i9-10850/900, those are $650 and $707 respectively. I have some concerns about buying a dead end platform if there is a decent boost in performance for the next gen..

- Budget: look for the new Ryzen 5800u based PC laptops. Can maybe find one for $800-$900 on sale. The Ryzen chips have WAY better multi-threaded performance than the intel ones at the moment. If you can't find one in time watch slickdeals - I saw some of the older 4800u thinkpad t14s laptops being cleared out for like $680-$700 which is a screaming bargain.
