Buzzing noise above 55% pump speed, however my gpu fans cover the sound when gaming.

During the summer, my indoor temperature gets to \~30°C (86°C) and in winter \~19°C. For that reason, I've been using the brute force method of cooling by going with Noctua's PPC-3000 RPM fans, and they've done a good job but it's time to retire the jet engine-like sound they produce and move to a modern system. I've ordered a new one and it should arrive in 3-4 weeks.

I'm moving from:

* Intel 6700K @ 4.4 GHz 1.335v
* Asus Z170 ROG Hero
* Corsair H115i (CoolIt model no longer supported by Corsair software) w/ Noctua PPC-3000 RPM
* 32GB 2133 12-12-28 1.2v 
* GTX 1080 Ti Hydro
* Corsair RM750x
* Corsair Obsidian 750D (the non-airflow edition, where it really means very little airflow)

And moving to:

* AMD 5900X
* Asus ROG B550-E
* Corsair H115i RGB Pro XT
* Corsair LPX 64GB 3600 18-18-40 1.35v (not the best, but I need more RAM)
* RTX 3080 XC3 Ultra
* Corsair RM850x
* Fractal Design Meshify 2 (but replacing two intake fans with 'be quiet! Silent Wings 3' as I was told these were good.

I'm also moving from a 2.5" SSD to my first NVMe drive (a cheap and cheerful PCIe 3.0 WD Blue 1TB).

A few questions/concerns:

1. After reading numerous threads on reddit (literally hundreds), as well as forums posts on EVGA, LTT, Techpowerup, and elsewhere, it seems the 5900X is quite hard to cool - or can be - and this is a concern due to the room temperatures mentioned above. I think the case I've chosen (Meshify 2) is good (GamersNexus gave a good review) and it seems there's very little difference between a 280mm AIO and a 360mm AIO. 
2. It also seems undervolting is back in fashion for both CPU and GPUs (I think the last time that applied to a system I had was my first Athlon X2 system). The consensus for the 5900X seems to be changing the offset to -0.1 or around there in order to stop (and I apologise if I've misunderstood this) most AMD boards providing obscene voltage.
3. Undervolting also seems to be the desired method for the 3080 series with many suggestions on the EVGA forum.
4. I'm not planning on overclocking as I understand the 5900X works like the GTX 1080 Ti with Boost - using overhead to boost higher. And, of course, the same applies to the RTX 3080. 

I've been out of the loop since the Skylake days and AMD certainly has changed. Is there anything I should consider or that I've missed? With my 6700K and aging and abused old H115i, idle temps in winter are \~10°C above ambient and reach up to \~90°C.

Any thoughts/advice/corrections very much welcomed. Thank you.

Moving from 6700K to 5900X and 1080 Ti to 3080 - Temps really as bas as people say?

 Considering a cheap cpu fan often benchmarks better than a lot of expensive aio’s… but worth the buy in my case (ha). Just makes your PC look even cooler (ha again).

Aesthetics are the main selling point

 Guys I've been using the AIO now for a few days and I've really enjoyed using it to be honest, the cooling is really good, the display is gorgeous, but what I don't like about it is the price tag, you know £225 is just way too much for an AIO. Now I didn't pay that and I wouldn't, I really wouldn't. Now what I would do is I would spend my money on the X63 or the X63 RGB, now they come in about £125 to £140 for the non-RGB version and then about £160 with the RGB fans and I just think that just offers such a better value proposition, you know essentially the same cooler and it just comes down to like the pump really and kind of whether you want to display the information, have a GIF on there or whatever it is, ultimately it is a gimmick. It doesn't add any value to your system in terms of cooling, it just makes it look a bit prettier, you know people use RGB fans all the time and I think probably that's the way to go really, you kind of spend a little bit of money on RGB fans, maybe look to upgrade your CPU and you're going to be a lot happier

 So what we're going to do now is we're going to get this bad boy installed and see how good it is. Guys, what we're going to do now is we're going to install the AIO. First thing to do is put the backplate on, so we're going to do that and because we're using a 1200 series CPU, we use the 115X standoffs. Don't be concerned that there's a little bit of rattling there because the pressure of the pump will actually hold it in place absolutely no problems at all, this is to be expected

 So for me £225 I can't recommend it but I can recommend going for one of the X63s and then maybe use that extra bit of cash towards something else in your system, it just makes sense to me but yeah ultimately I think it's a really good call of the X63, really nice, I've enjoyed using it, it's going to be using future builds but yeah the price tag really bugs for me, I don't know if you can tell. NZXT Kraken Z63 - Unbox, Install, Test & Review

With the Z63 I would hover around low-mid 50s in normal desktop / browing and spike to low 70s when doing rendering or encoding. With the Liquid Freezer, I'm hovering around mid-high 50s for normal use, and spiking in the high 70s. The noise is not noticably different to my previous setup, which was in a Define Nano S. Can definitely recommend this cooler with this CPU

 So NZXT is refreshing their all-in-one line, and the Z63 we're looking at today ups the ante by offering the latest Asetek pump design, built-in Hue Plus RGB control, and a fully customizable 60mm graphic pump top.
