Galaxy Tab Active 3. No its not $300 but if you need a pen it's realistically one of few options. Actually, depending on availability I think the S6 Lite also has an LTE variant but the ability to get one is a bit up in the air. Used Surface Go 2s might also work.

Got myself a Samsung Tab Active 3 with a great discount from local Samsung store. Amazingly great.

The [Samsung Galaxy Tab Active is the best I can think of with a fingerprint reader although you end up paying a premium as it's marketed for enterprise use.
