Definitely Liner for me. I just go with Nike Flex Stride 5" shorts (we have a Nike Clearance Store here in Houston and sometime you can get them for $20!) and Adidas Own The Run 5" shorts, they are all very breathable and dry pretty quickly.

My running shorts have a zipper pocket for small items like car keys or credit card. The Nike Flex Stride shorts have the pocket in the back and it doesn't bother me at all when I run.
