Overall, this is a great budget friendly shell for the occasional outing or someone who just needs a shell for those quick walks in the rain.

It's cheap, has pit zips and folds up way smaller than a hard shell. That combo will cover you skiing 90%of the time and let you adjust depending o N conditions. Flexibility is the key.

You want something (or a few things) warm underneath something water resistant. Depending on your budget there's a lot of ways to go. On the water resistant front, the cheapest reasonable option is probably a Marmot Precip. Beyond that you have North Face and then the lower levels of Arcteryx.

Especially for your activities you can get something that will still look nice but won't break the bank. Tj's OR motive suggestion is a good one - solid tech and will feel more comfortable and breathable than a 3l gore shell, especially at the temps and activity levels you listed. Montbell has some cheaper but still nice 3l jackets, used Patagonia torrent shells are always available on their wornwear site, marmot precip eco is a killer budget rain shell as well.

Your list of options look good, but I think you could save quite a bit ditching the Arc'teryx if money is at all a concern. Something like a Patagonia Torrentshell or Marmot Precip would be fine for quite a bit less. Arc'teryx makes excellent stuff, but in my opinion your paying 50%+ more for 10% better. You hit diminishing returns dollar wise after a certain price point.
