From my opinion Prismacolor Premier would be a good option. They're sold in small sets or large ones. The colors are vibrant, yet they blend incredibly well, and the pencils can be purchased open stock in case she runs out of a certain color.

If you have money to spend, I'd definitely try Prismacolor Premier, they are soft and very pigmented and many colorists use them, so you can find plenty tutorials online for them as well. Polychromos are also up there, but they are harder, more suited to color detailed designs, fur etc. You can also look into water-soluble pencils, like Albrecht Dürer (watercolor like) or Inktense (ink like). If she likes gel pens, she might also like some fineliners, for example Staedtler :) also don't forget it's good to have a decent sharpener and some day-light lamp, if she colors during the evenings :).

I have Prismacolor pencils but they do break easily since I tend to press a little hard and I don't have a good sharpener. I'd be coloring mostly just adult coloring books that require nice detailing and/or large areas of color. My budget is between $25-35. I do like the soft core pencils since they have nice pigments and can blend nicely but I don't want to waste money on them since they break easily, for now.
