My advice here would be to buy used. Buy a used G27/29/920 or Thrustmaster T150 for gear driven wheels or the T300rs for a bit of a better wheel (double the Newton meters and is belt driven so smoother and quieter). Ignore the G923 since its the same as its predecessors mechanically and is priced the same or close to the T300rs which is a much better wheel in that price range.

You could also go with the Thrustmaster T150 Pro for $250 and that with the shifter would put you right around your $400 price point. Another option is the Logitech G29 for $313, again without a shifter. You could get the Logitech G Gaming shifter for $60 to go with it. There is also the Logitech G920 wheel/pedal set for $250 which would also work with the G Gaming shifter.
