Well, this is what I'll tell you. You know, I think the Ipad Mini 5 is still completely worth it in 2021.

It is exactly the right size for travel, and one handed use is possible. Or if you want to load it up, the new models have great keyboard choices and support the Pencil, mouse, etc. There are like four of them scattered around the house for home automation, too. I'm a bit miffed that I just swapped them all for iPad Mini 5's, because this 6 sounds nicer, but, oh well.

In my perspective, get an iPad Mini 5 if you know you have a little extra cash in your wallet but if you don't, the iPad Mini 4 is good itself. Just don't expect it to run Fortnite/Genshin Impact smoothly.

What is the current state of tablets?

It is not super fast, it is ok, exactly what I need. IPad pros are super fast (especially from 2018), Samsungs are great fromTab S6 to S7, others - more midrange or budget, Lenovo has two good midrange tablets. If you want a small tablet - ipad mini 5 is your choice.
