There's no reason to pay $14 for a brand name witch hazel toner except for the pretty bottle and added scent, and you can add scent yourself with a drop of essential oil. (For the scent, like they should be used for, but do a little research to make sure it won't irritate your skin.). For where it counts, spend the money on good makeup and on researched serums or fancy medicines. But for cleansing products, to do the clean, exfoliate, tone, moisturize... that part is all dirt cheap.

You don't really have any acne fighters in your routine, possibly the witch hazel toner but it's clear that on it's own it doesn't seem to grant you the results you're looking for. I'm seeing some closed comedones and therefore a salicylic acid exfoliant would be a great option for you I believe. Use it 3 times a week at max, preferably in the evening. Also, unrelated to the acne, but you should consider getting a sunscreen.
