They are both the PowerForce Helix, so one is not an upgrade over the other. The only major thing that they changed is giving the 2191 a clear brush housing, but that is about the extent of the differences. If you want a real upgrade, I would look into a different brand such as Hoover, who definitely offers the best options under $100 and even under $200 right now. Assuming you are in a tight budget, I will list ones that are about the same price as a Bissell.

You're always going to be buried in dust with bagless vacs. If you bought a Bissell Cleanview and two of your options are a T-series Windtunnel and the OnePowr Evolve, I am assuming your budget is less than $150. For less than a $100 you can pick up the Bissell Powerforce bagged, that's the best (and only) bargain level bagged vacuum out there.

Hey all I'm looking at replacing my Bissell model 17003 Powerforce Helix. I've been looking into an upgrade and am thinking a 2191 is the way to go. I use my vacuum on rugs and for tight spaces so an extension wand is a necessity.
