I would recommend a JBL Quantum ONE gaming headset for NC, it's decent and should be in your price range. A second choice would be the Razer Opus, it's a bit hard to obtain where I am but it's NC is exceedingly good according to rtings.

It even has head tracking simulated surround, but it doesn't produce quite the same big, directional sound field effect as the Audeze Mobius and HyperX Cloud Orbit S. Overall, it's a very good headset with a steep price that pits it against stronger models like the Astro Gaming A40 and Turtle Beach Elite Pro 2 wired headsets, as well as the wireless SteelSeries Arctis Pro Wireless and Sennheiser GSP 670. The JBL Quantum One wired gaming headset features active noise cancellation and head tracking, but its performance doesn't quite match its price

This is a biased sub but I have used the JBL quantum 800. It’s a great gaming headset but if you will ever use the headphones for more than gaming, then the QC 35s are the way to got. They are also more comfortable than the jbl.

(Should also be noted had the same crackling while on Win 10). However I went to Control Panel --> Hardware and Sound --> Manage audio devices --> Select \[Speakers\] "JBL Quantum One\* Game, Properties --> Advanced. Under "Signal Enhancements" unclick "Enable audio enhancements". So far this has worked like a charm... Hope this helps someone from their hours of pain and frustration.
